A. General Principles<\/h2><\/i><\/div>

  1. Right to health protection without discrimination<\/strong>
    Every person has the right to health protection and access to care without discrimination based on religion, gender, nationality, color, age, disability, or socio-economic status, within the hospital\u2019s licensed scope and resources.<\/p><\/li>

  2. Priority care for special categories<\/strong>
    Priority is given according to clinical need and law to\u00a0emergencies<\/strong>\u00a0and to vulnerable groups such as\u00a0children, elderly\/frail persons, persons with disabilities, and pregnant women<\/strong>.<\/p><\/li>

  3. Emergency care first<\/strong>
    In emergencies, clinical care is prioritized first; administrative and financial processes are completed afterward as permitted by applicable regulations.<\/p><\/li>

  4. Communication and translation support<\/strong>
    The hospital provides information in a language the patient understands and offers interpreter support when needed and available.<\/p><\/li>

  5. Accessibility and respectful environment<\/strong>
    The hospital takes measures to support access for persons with disabilities and reduced mobility and maintains a respectful environment that protects dignity and privacy.<\/p><\/li>

  6. Feedback and complaints<\/strong>
    Patients and families are informed how to submit feedback and complaints, and the hospital responds within a defined time frame.<\/p><\/li><\/ol>

    B. Hospital Commitments and Processes (Patient & Family Rights Implementation)<\/h2><\/i><\/div>

    To protect and advance patient and family rights, the hospital commits to the following:<\/p>

    1. Leadership accountability<\/strong>
      Hospital leaders implement and monitor patient and family rights as required by UAE laws and regulations and provide direction to all departments for consistent practice.<\/p><\/li>

    2. Staff training<\/strong>
      All clinical staff are trained on patient and family rights, privacy expectations, informed consent, family involvement, complaint handling, and communication standards.<\/p><\/li>

    3. Patient- and family-inclusive policy development<\/strong>
      The hospital uses a collaborative approach to develop and improve patient-centered policies and education materials, incorporating patient and family feedback.<\/p><\/li>

    4. Patient-defined family involvement<\/strong>
      The hospital has a process that allows each patient to identify who they consider \u201cfamily\u201d and decide the extent of their involvement and what information may be shared.<\/p><\/li><\/ol>

      C. Patient and Family Rights<\/h2><\/i><\/div>

      1) Right to Information, Communication, and Participation<\/h2><\/i><\/div>

      You have the right to:<\/p>

      • Receive a written copy of this Charter during inpatient admission or outpatient registration, and have it explained if you cannot read or understand it.<\/p><\/li>

      • Know the identity and specialty of the physician and care team members responsible for your care.<\/p><\/li>

      • Receive clear, understandable information about:<\/p>

        • Your diagnosis and condition, and any changes in your condition<\/p><\/li>

        • Proposed treatments, alternatives, benefits, risks, expected outcomes, and common complications<\/p><\/li>

        • The expected outcomes of refusing or delaying treatment<\/p><\/li>

        • Reasons for referral or transfer to another facility<\/p><\/li><\/ul><\/li>

        • Request a\u00a0second opinion<\/strong>. The hospital will not obstruct your request and will provide the clinical information required for the second opinion according to policy and applicable regulations (note: costs of external second opinions may be the patient\u2019s responsibility).<\/p><\/li>

        • Participate in care decisions based on your preferences. If you prefer not to receive certain information or prefer others to participate on your behalf, the hospital will document your preference according to law.<\/p><\/li><\/ul>

          2) Right to Identify Family and Control Information Sharing\u00a0<\/h2><\/i><\/div>

          You have the right to decide:<\/p>

          • Who you consider to be your family or support person(s)\u00a0<\/p><\/li>

          • If and to what extent they are involved in your care decisions.<\/p><\/li>

          • What information may be shared with them.<\/p><\/li>

          • When and under what circumstances they may be involved or receive information (e.g., only during surgery decisions, or throughout admission to discharge).<\/p><\/li><\/ul>

            These preferences may be updated and will be respected and documented as appropriate.<\/p>

            3) Right to Respect, Dignity, Culture, and Spiritual Support<\/h2><\/i><\/div>

            You have the right to:<\/p>

            • Respectful, considerate care that supports dignity at all times.<\/p><\/li>

            • Respect for cultural values, personal beliefs, and religious or spiritual preferences, when safe to do so.<\/p><\/li>

            • Request religious or spiritual support; the hospital will respond through available staff, community resources, or family-referred support in accordance with policy and safety considerations.<\/p><\/li>

            • Protection from physical, verbal, or psychological abuse and harassment.<\/p><\/li><\/ul>

              4) Right to Privacy, Confidentiality, and Health Information Access<\/h2><\/i><\/div>

              You have the right to:<\/p>

              • Privacy during interviews, examinations, procedures, treatments, and transport.<\/p><\/li>

              • Request additional privacy from others, including staff, other patients, or family members.<\/p><\/li>

              • Refuse photography, video, or recording unless required by law or approved by you as part of care processes.<\/p><\/li>

              • Confidential handling of your health information. Your information is protected and may only be shared with your permission or as required by UAE law (for example, for public health reporting, continuity of care, insurance\/billing, or other lawful requirements).<\/p><\/li>

              • Access your health information and receive medical reports and test results according to applicable regulations and hospital policy,\u00a0regardless of ability to pay<\/strong>, unless restricted by law.<\/p><\/li><\/ul>

                5) Right to Safe, Continuous, and Quality Care<\/h2><\/i><\/div>

                You have the right to:<\/p>

                • Receive care aimed at accurate diagnosis and appropriate treatment within the hospital\u2019s scope.<\/p><\/li>

                • Receive\u00a0immediate care in emergencies<\/strong>.<\/p><\/li>

                • Continuity of care and follow-up for as long as your health status requires, including coordination across services.<\/p><\/li>

                • Appropriate pain assessment and management using recognized approaches.<\/p><\/li>

                • Be informed of significant unanticipated outcomes during your care (for example, medication errors, hospital-acquired infections, or other unexpected events) in accordance with hospital policy and applicable UAE regulations.<\/p><\/li><\/ul>
